My refresh rate won't go higher than 60?

And the line waves on my laptop screen annoy me.  I recently purchased it online from a computer company I won't name but one you've probably heard of and I don't know how to fix the problem.

try to reduce the resolution and then try again ,
and what do u mean by "line waves??"
