I am waiting on something that I normally get word of by wednesday normal week or thursday a holiday week. Yet i still havent heard word. do you think th state of california took inauguration day off?

You are misreading that link. It says the office was closed on 1/19 (MLK's Birthday) and that the next business day (i.e., the day they were open) was 1/20. However, I would bet that a lot of offices were not working at peak efficiency on 1/20.

No. It is not a federal holiday and it was Tuesday, so they were open. They were closed on the 19th because it was MLK's birthday, which is a federal holiday.
