Can a white person be a rastafarian?

I was looking into joining the religion. But i know it's history shows the religion was created to encourage black power. Also, if i was to join this religion, how would i go about it? Like what's their bible, do they go to church?

Yes, you can be any race and become Rastafarian. There aren't very many in the U.S., though; the majority of them live in Jamaica.

Why would you want to join a religion you know nothing about other than using marijuana(boiling not smoking usually) and wearing funny hats and growing locks?

I have seen some whites wearing dreads but I don't think they are rastas. But come to think of it, I remember talking to some white guy downtown who told me he was a white rasta, downtown is weird cause random people you don't know talk to you. So I guess its possible but I'm not carribean so wouldn't know

Sure, there are white Rastas. They tend to take a pretty laid-back view and they listen to freedom music and smoke a lot of pot, usually. There is some Christian elements, but also some voodoo in the faith. There is an Ethiopian element, but they are not race exclusive.
