No..it is only certain material that needs to be dry cleaned..does not have anything to do with quality.

Not necessarily. It really depends on the type of comforter you buy.
Sometimes when the tag says dry clean only I will take my comforter to the laundry mat and wash in the washer with cold water on the gentle cycle and dry on the lowest temperature and the comforter will come out all right. If you do not want to do that you could always use DRYEL. Where you do the dry cleaning at home by tossing what ever you want dry cleaned in this bag and toss in your dryer.

Some designers will put dry clean only on all the garments and fabric items with their name on it to make you believe it is higher quality than those marked machine wash. It is a marketing gimmick. But, check the fabric contents and make a decision based on that.

Not all but you can usually wash in cold water and hang dry most. Just don't dry it in dryer, the heat from dryer shrinks more than the washing.

Actually I bought a beautiful comforter set online from J.C.Penney it is comfortable, Not too heavy, and machine washable. Plus it was marked down!
