They're available upon request. Disney resorts, guest relations, some dining locations and shops will have them too.
You can get and wear them on any day you feel like celebrating, no proof is required (but if you want to take advantage of free admission or one of those gifts, proof *is* required).
Your Conscience
Proof is only required for free admission on your birthday. Visit almost any gift shop and ask for a Birthday button, free of charge. They also have complimentary buttons for many other occasions, "Just Married" "1st Time Visitor" "Just Married" "Happy Anniversary"

My daughter got her birthday pin when we checked into our disney resort.
You can get a birthday pin at Main St. in MK. I don't know if they require proof.

They don't ask for proof or anything. Just go up and ask for one and they will give it to you. Wear it as along as you want. The only bonus is everyone says happy birthday.
They give out those buttons for all sorts of special occasions. Just ask.
