is a police cars dash cam and recorded audio from a traffic stop available to the public to access ?

i was stopped and am fighting my case how do i obtain a copy of the traffic stop as seen on the dash cam installed on the officers patrol car?

For a court case you can ask for it under the discovery of evidence rules. It is possible evidence so you are entitled to it.

Also, under the Freedom of Information Act, you may be able to request it, and others. However, they may be restricted due to personal information about others so you may only be able to get the one just about you.
The agency which has yours should have a mechanism for asking for it. If they don't comply they could face civil penalties. There are inmates making money from filing these kinds of requests, knowing full well that their requests can't be met. There are some States trying to curb an inmate's ability to make these requests just because of the money being paid out.
I tell you this because it's the truth, but I hope you or others don't use it for the wrong purposes.

I'm a detective for a police department in PA. It's not available to the public. Unless the judge wants it as evidence in a court room.

If one exists you will need to file a motion of discovery for it. If it does not exist then you are out of luck since they can't give you what does not exist.
