I know it is because I was told by a Game Warden that back before the act was passed everyone had feathers in their hat. It was common for people to kill the bird just to get the prized feathers. I was also told that only Native Americans can pickup feathers of bald eagles for rituals and such.
My question is if you go to an Indian Pow Wow and they give you one because you are a good dancer or you helped out in the ceremony, they don't give you a piece of paper that tells the law that that feather come from a person who was aloud to have it.
so can I go to jail?
