Yes, if you want a DS and are only a beginner and not into hacking then a DSi would be good for you.
The DSi has 2 cameras and can take/hold photos and music, which is always convenient.
It also has DSWare (it's nothing great yet and probably won't be for some time).
Good games include:
Mario Kart DS
Super Mario 64 DS
Pokemon Diamond/Pearl/Platinum
New Super Mario Bros
Metroid Prime: Hunters
Legend of Zelda: Phantom Hourglass
Final Fantasy XII
If you are into the whole hacking and GBA game-playing then get a DS Lite instead of the DSi (The DSi cannot play GBA games as it has no GBA slot).

If you want to get a DSi, you'll have to wait a bit, they come out later in Europe.
The DSi is really good, but the DSi has a shorter battery life than the DS lite, and it doesn't have a GBA cartridge. However, there are some rumors about the gameboy games being available on the DS store.
If you really can't wait for a DS, just get the lite.
And as for games, DS games still work for the DS with the exception of Guitar Hero: on Tour, and any game that requires the gameboy slot.

No, get a DS Lite instead. Some good games are The World Ends With You, GTA: Chinatown Wars, Pokemon Platinum and
CoD: World at War.

Depends if you have money to spend. Lots of people will be selling their ds and ds lites to get one so you could get a ds or ds lite quite cheaply though, the dsi isn't much better.
