What you are referring too was a vote in a republican led senate on a supreme court nominee. The problem was that only a 50% vote was needed to confirm a nominee and the dems were threatening to filibuster which requires a 60% vote to stop. Basically they were changing the rules to make it now a 60% vote needed for confirmation.
The debate never happened as McCain and the wussy republicans formed the gang of 14 7 dems and 7 rinos that refused to go along with their leadership.
Most of the judges were allowed for a vote. Some werent in the "compromise"
