how can I copy files off a very old computer that is running windows98 (no internet)?

Windows 98SE has USB support and a flash drive will work, on the proviso that you need one that comes with a driver disk for Win98SE since it lacks a generic USB mass storage driver.
Alternative would be burning to CD-ROM if the machine has a burner fitted (unlikely on a machine that age) or by floppy disk if your current machine still has a floppy (again unlikely, especially for a laptop). Another alternative would be a null modem serial lead and Laplink or similar. This is slow for large amounts of data but can be left unattended and need not take either machine out of use while the transfer is taking place. However, a gigabyte of data will take around 24 hours to shift over a regular PC serial port.

You can plug any usb drive and copy the data from the windows 98 computer.
If you have a network cable, you can plug both computers and copy the data as well using Microsoft settings transfer wizard.

jump drive will work, but windows 98 may need drivers for the jump-drive.. i believe windows prior to xp did not have drivers for removable storage pre install with windows, so you may need to look that up.
but scince you dont have any internet on that pc to GET said drivers... you will have to get them onto the pc using a burned cd/dvd... or if the said pc HAS a burner, just burn the files and put them on the new pc...
