Info about a restricted license?

I got two tickets and considerable fine in New York State.
I moved to TN and want to get a restricted license to get back and forth to my new job. What is the procedure. Would I have to make arrangements to make payments on the fine first and a then where would I go for the restricted license. I am just now getting on my feet again after a disasterous relationship ended. I spent all of my money on her.
