Player A: Sacrifice to summon Thestalos the firestorm monarch.
Player B: Chain Book of Moon to Thestalos.
Question: Does Thestalos get his effect as priority? Or does it get negated? My stupid cousin, tony, kept cheating with that card on me. It pisses me off. Someone please?!!! Help me with this situation?

no you get it....even if a monarch is bottomlessed the turn player has priority....the only time you dont get the effect is if his summon is negated or his effect is negated

Okay, it's been a while since I played, and I don't know about the cards in question. I do know this: trap cards have a quicker "spell speed" than effect monsters (which is what Thestalos is, from the sound of it), so I'd say that Chain Book of Moon would negate the effect.
