Does my newborn have a milk intolerance?

My three week old son is formula fed and I'm wondering if he has developed an intolerance for milk. He is quite gassy and his stools are green. He is very irritable and it appears as though he is very uncomfortable (abdominal pain). We can't seem to get him to sleep for very long especially at night when he seems extremely fussy. I'm going to be changing his formula to see if this makes a difference. Does anyone have any experience with this kind of thing? Does this sound like a milk intolerance to you?

Yes it does sound like a milk intolerance.

My youngest son (now 10 months) was on Enfamil Lactofree formula due to lactose intolerance. He had all the same issues as your baby. He was really gassy (and had horrible colic), and had runny green stools. This formula was a god send!

He has outgrown the intolerance (most babies do at about 9 months) and is now on regular Good Start formula and has no issues with it.

There are two components to milk---the protein (casein) and the sugar (lactose). Either of those can cause problems.
Why not try re-lactating? You should probably do a milk-free diet at the same time though, although that's a lot easier than many people think, and is SO worth it for your baby :)
