We're throwing a surprise b-day party for my dad at a local casual resturant/bar, however, it would be too expensive to pay for everyone's food/drink (there are over 100 people invited!!). How do we write on the invite that people will be responsible for their own bills without sounding rude or cheep?

The wording 'join us' means 'pay your own way', while, 'be our guest' suggests the hosts will pay. However, for perfect clarity, a notation at the bottom of the invitation that mentions the average entree price will clarify it perfectly.
If you are hosting a party – then HOST the party! You can’t have a party at a restaurant and expect people to pay for their own meals. Consider having a potluck / bbq at a local park or in your own backyard. You could handwrite a nice invitation with the line “please bring your favorite side dish to share” or something similar – but even that is a bit tacky. Bottom line: if you’re hosting an party at a restaurant, expect to pay the bill for all of the guests.
It will be rude/cheap no matter what. A host should not throw parties they cannot afford regardless of their heart being in the right place. You're basically saying, "Come honor my dad, but pay your own way." You'll have to scale it back, pick another venue, or have a pot luck, or a combination.
If you are having a party then you should be paying!!! If you can't afford to pay then you should limit the number of guests or just not have a party at all.
