In response to gwiz, there is no economic theory that does not incorporate subjectivity, so your claim is wrong.
Although I would say that the statement is more normative than positive.

positive in the sense that it describes an economic effect,
normative in the sense that it seems to suggest that minimum wages are a good thing. e.g. it omits negative effects on employers, and unemployment.

The other answer is wrong. trust me. it is only normative, because ANY perspective on economics that incorporates subjectivity within its analysis is normative economics.
