How do I grow my hair out and still make it look acceptable in the process?

I am a guy who has had hair no longer than a few inches for a very long time. I would like to grow my hair out to jaw length. There are some issues with this though. Everytime I start to grow my hair out (3-4) inches it starts to look horrible. Is there a way to "clean" up your hair every few months so that it grow properly? I have fine dark brown hair with a cowlick in front and my hair seems to grow faster around the sides than on top. (maybe just my perception) At about 3 inchs my hair starts to curl up so I am hoping for a curly/wavey long due. Any suggestions?
