It was very obvious that Cheney was in charge. Bush didn't know how to tie his own shoes, but was the perfect 'puppet'. Those who were 'in charge' of Cheney had enough savvy to understand that voters would never had elected him as President; so Bush was just naive enough, cocky enough, and arrogant enough to be the moronic marionette while Cheney dangled the strings.
Bush's machismo and swaggering egoism made him the perfect stooge. Meanwhile, the wealthy elitists, profit-mongering industrialists and oil executives relied on Cheney to do the dirty work of initiating an unconstitutional, illegal and immoral war against another sovereign nation that in no way threatened, provoked or attacked the United States.
