we rented 1940s cottage zoned commercial. Its now cafe. Very hot inside even with ac. Who pays for insulation?

rental agreement is not handy to me right now. who shoud pay for insulation? landlord or renter? Also has exterior asbestos siding in which renter is cutting openning for small ac.Isnt this dangers?

The landlord probably is not obligated to pay to add insulation. Some states and cities do have programs that help landlords to improve energy efficiency by giving insulation discounts - maybe you should look into that (ask the gas or electric company) before you talk to the landlord.

As far as cutting asbestos siding, there are safe and unsafe ways to do it, and your town may require a permit. Call the building inspector's office and ask.
