Why can't I connect to the playstation network?

I can use the internet browser. I can connect to my networked computers and devices. But when I try to sign in, all I get is a message saying "The connection to the Playstation Network timed out." It has been months since I have been able to connect.
I have connected in the past with my current network setup and I have manually opened the proper ports. Still no luck.
However, when I put try to log in using a bogus password, it tells me that my password is incorrect. When I use the correct login information, the connection times out.
What gives?

The problem is not my network. I can power cycle my modem and router all day long but PSN is the ***ONLY*** thing I can't connect to.
Note, I am able to browse the web with my PS3. I can sign up for a new PSN account. I just can not LOG IN to a PSN account.

Try unplugging both the router and the motem. Then Wait about 10 seconds before plugging it back in. After plugging back the cords, Wait about 10 minutes and go to internet connection test in network settings on your ps3. Usually testing the connection solves the problem.
