Card Ruling of Skill Drain !?

Question

I have some question regarding to Skill Drain:

- can Thunder King Rai-Oh activate its second skill when Skill Drain in on the field, and also rescue cat?
(since exiled force can use its effect)

- when Phantom Dragon is special summoned, 2 monster zone is unavailable. Skill Drain is activated after that, so is the effect is negated and therefore the 2 monster zone become available?

- When Armageddon Knight is summon, can I use its effect when skill drain in on the field?

1) Yes, Thunder King Rai-Oh can use its second effect.  Yes, Rescue Cat can use its effect, but remember those monsters will be destroyed at the end phase as well.

2) Yes, the monster zones are available again.

3) No, its effect is negated by Skill Drain.
