my band projects are solo i play many instruments but im best with keys and synth i was gonna do a more techno feel with the song thunder by boys like girls and make it sound like breathe carolina or attack attack so faster with a poppy beat

You can cover anyone or anything you want regardless of you level of skill, but if you plan on putting it on an album that you intend on selling you will have to contact the owner of the song and purchase a license.
You should do Mr. Vain. I'd love to hear someone do a modern version of that song.
