I work with computers and can do anything from reformatting to installing hardware to graphic design and I'm learning web development now.

Yes, put together a polished summary of your skills, and offer your services. Simple as that. Advertise on college campus, where you know everyone has a computer, and you can probably get a lot of business. put up fliers, get some cheap business cards, and advertise on Craigslist. Something like that, you don't need any special licenses or anything, and you can probably make A LOT of money. I paid $200 to get my laptop fixed, and I didn't really care because it was my first priority.
