Beat's me and I googled, but came upon with nada that held any meaning. It sounds like "positioned church" has to do with a church's position (or stance) on some topic, scripture, dogma, doctrine, social issue, or whatever... I really don't know, but flagged your question with a star in hopes someone can provide an authoritative response.

I can only guess. "A positioned church" probably means a rapture-ready church. A church that is in line with how God wants us to be; this church will make it in the rapture.

What that means is to have a seat or authority in church. Like any job, you have managers, workers, upper managers etc..
