Free Lolly Pops, is the rumor true?

Is it true that if you find a Tootsie Roll Pop with a Native American shooting a star that you can get a free lolly pop? This was a rumor when I was a kid. I bought Halloween candy for my kids and I noticed that the picture is still on some of the wrappers. I told my children of the rumor and they don't believe me.
