IBM Thinkpad T21 slow down causes and solutions.?

I have an IBM ThinkPad T21 with an Intel PIII 800MHz Processor, 20GB Hard Drive, 256MB RAM and Windows XP SP3. It takes forever to start and hard drive activity is constant and program loads are slower than molasses in January. What can I do to speed it up again?

The other thing that happens to is access to the internet is slow as well, I forgot to mention that, I want to know of another way that I can speed this laptop up for little to no money.

One thing is to get more memory for it Try New Egg they have a way to scan your computer (It is safe) and then they will show what memory is best for your computer wright down all info on the memory so you have it on hand when you go searching for it.
