Are these behaviours reportable violations? Should they be?

Recently I've encountered two annoying behaviours on yahoo answers. I can't quite see how they violate the community guidelines, but they definitely detract from the helpful productive atmosphere.

1. Someone asks many many questions on one particular forum, questions that either sound very uninformed or questions that are worded in a way to generate strong argument. Can I report that kind of trolling? What would be the clues to watch for in deciding whether it's reportable?

2. Recently a couple of times I've noticed that another person's response, coming after mine, has copied whole paragraphs of my response. Both times it's been an apparently-new account with the questions and answers hidden. Is this reportable?

Yes, BOTH are reportable.

The first example is clearly trolling ... any question or answer posted for the sole and obvious intent to anger other users is inflammatory and should be reported.

The second (copy/pasting your response) is plagairism ... which is a form of theft. It's ALMOST the same as "cloning", but in this instance, the other user is not pretending to be you, but rather stealing from you. Regardless ... report it.

You may not be successful at having those questions/answers removed every time ... but you sure will feel better! :)

i'm not a Psychiatrist or or something like that yet as quickly as I examine the 1st occasion's Profile, the guy seems to be slightly mixed up and is seeking them self in this worldwide. they have not got their Q&A public so i could not attempt any examining of them. the 2nd man or woman seems to be purely an quite youthful man or woman who's quite lacking in quidance as is achieving out for interest on the internet. i quite have not got faith that they have any ulterior purpose in thier strikes i might tend to have some Compasion for them even regardless of the undeniable fact that they don't save on with the regulations and would possibly not even comprehend the regulations. it quite is tough to be lonley on occasion. and on occasion the internet is the only connection to something of the worldwide. it is that that's the only place they could say something and have all people pay attention or respond! it quite is unhappy yet very tru in this worldwide we are residing in, So linked yet on the comparable time so very dis linked! 1. If the question looks like they are not seeking an answer, but just want to stir things up, report it

2. Cloning or answer theft are violation and you should report them immediately

No they are not reportable, that would lead to over abuse of that privilege.
