$40?? Are you kidding me? It's vegas- $40 is just the hotel taxes.
Just join the crowd. Most people who come here now want everything for free or the cheapest they can get it. So far as hotels, you get what you pay for. You are not going to get high class accommodations at that price. You can stay in the middle of the strip at the Imperial Palace and get the cheapest room on the strip. Then again you will pretty much just have a room to sleep in. The cheapest rooms there are actually motel rooms way out behind the parking garage in a separate building.
Your best bet would be a place like Hooters which is a small walk off the strip. It is actually as far off the strip as the MGM Grand Hotel. They are directly across from each other. The difference is that the MGM has the casino to walk through to get to the strip and Hooters you have to walk outside. Hooters offers the best deals around and their rooms are pretty good size.

Las Vegas is the absolute most exciting and engaging city on earth and with hotelbye you will find out more. You can definitely get a room on the strip for that price, but it's not going to be high class. You might find rooms at Imperial Palace, Sahara, Circus Circus and Stratosphere for those prices. Imperial Palace has a great location, but it's a dumpy place. Luxor was running some cheap specials recently, and it's a nice place. But none of those are even close to "high class." You have to pay out to get a high class experience.
The gondola rides at Venetian are $16 per person. To go to the top of the Eiffel Tower at Paris is $10 for adults.
Great food and affordable also don't necessarily go hand in hand. There are some good dinner specials, but not on the strip. Some are listed here:

Plan to pay at least $20 for a dinner buffet. Paris has a good one for about $20. The buffets at Rio, Wynn, and Bellagio are fantastic, but more pricey. You can find cheap food on the strip, but it's going to be fast food, Denny's, etc.
Other things to do: *Maddame Tussaud's Wax Museum at Venetian *Shark Reef at Mandalay Bay *See a show - there are so many, and certainly something for everyone. The Tix4Tonight booths on the strip offer discounted tickets (up to 50% off) for same day shows *Free shows on the strip - Bellagio Fountains, Pirate show at Treasure Island, volcanoes at Mirage *Stratosphere - there are intense rides, but it's also a great view *NYNY is fun - roller coaster, arcade, piano bar, Coyote Ugly bar *MGM free lion exhibit *Carnaval Court at Harrah's is fun *lots of good shopping

But if you planning on coming on the weekends fri-saturday your not going to find many rooms for $40 bucks unless its downtown vegas somewhere..
