economically challenged to go Hajj? Since it is an obligation of all Muslims to go if possible will they be held accountable in any way if not?

The Saudis have several programs to pay for Hajj for those who can't afford it.

"For some pilgrims, costs are partially or wholly waived by charitable programs. One of the largest is the Custodian of the Two Holy Mosques Hajj Sponsorship Program that this year brought 1300 pilgrims to Makkah from the US, Kosovo, Afghanistan, Syria, Iraq, Palestine and several nations of Central Asia at the expense of King Fahd, whose formal title is "Custodian of the Two Holy Mosques." Similar programs are also offered by Saudi Arabia's National Guard, the Ministry of Hajj, the Ministry of Islamic Affairs and other Saudi cabinet ministries."

Nopes.

Muslims who have the time, the money and the physical and mental capability to do Hajj are obligated to perform Hajj.

If they some how are unable to do so , they will be given credit, for Allah SWT is all knower and all seer.

and as the Hadith of the Holy Prophet (pbuh ) goes: "Actions are but by intentions."

if you can't afford to go then its not possible! many muslims are too poor to go! airlines are businesses not charities, everyone is economicaly challenged now airlines aren't going to start flying people around for discount prices or for they would go out of business! get a second job!
