now i want to know how can i test my line whether is secure or not?
for example vpn connection;
is this connection encrypted or not?if it is, with which level(128bit or 256bit)?
VPN may pass some restrictions but it can be have no encryption.
i want to know something about these matters.

ADSL has nothing to do with encryption or VPN's It's the type of encoding your DSL connection is using. It means the connection is asymmetrical, more download than upload.
128 bit encryption is more than enough. When you check your bank statements on line that is what they are using.
I'm not sure about the last part of your question as it doesn't make sense to me. The VPN will pass through most things and unblock web sites and secure them.
