Exhibitionist druggie neighbor, peeping. should we call cops?

My sister just called and told me that our weird, druggie (meth) neighbor was watching her through the fence. When he saw her, he ran off but he didn't have pants on. Should she call the local police? This isn't the first time we caught this creeper looking through the fence, but it is the first time someone's noticed he wasn't wearing pants.

What he is doing is very illegal. 

However, before you call the cops, I suggest trying to catch him with a cell-phone camera or other device. His behavior will usually worsen over time, and alerting him that the cops are on to him will either make him more sneaky, or more agressive in his pursuits. 

If you are at the point where you fear for your safety, definately talk to a detective.

Or if you're put on the spot, just point at his jublies and laugh. Nothing takes the wind out of a peeper than embarassment.

Yes.  It is illegal to expose yourself in public and there are laws against peeping toms.

if he doesn't get in trouble for the peeping he will for the drugs
