Scouts are terrible in this format. With Macros and such easily destroyed, they are a free kill. They are also a free tag for Gladiator Beasts. D.D. Warriors are useless too when you have Monarchs to remove.
Run this. I played Macro Monarch before. =)

Monsters 18
3x Caius the Shadow Monarch
2x Raiza the Storm Monarch
2x Thestalos the Firestorm Monarch - Mobius can be chained to so easily. Thesty is Guarantee +
3x D.D. Survivor
3x Cyber Valley - bloody amazing
2x Gravekeeper's Spy - Tribute
1x Gravekeeper's Guard
2x Doomcaliber Knight - Stops Rykos, Lylas, JD, Celestia, Bestiari, etc

Spells 12
3x Dimensional Fissure
1x D.D.R. - Different Dimension Reincarnation - only 1, DMoC is gone, not much point in 2's.
2x Book of Moon
2x Enemy Controller
2x Allure of Darkness
1x Brain Control
1x Heavy Storm/ Giant Trunade/Cold Wave - Macro and D-Fissure are continuous so Wave doesn't negate it

Traps 10
3x Macro Cosmos
2x Bottomless Trap Hole
1x Trap Hole
1x Trap Dustshoot
1x Solemn Judgment
1x Torrential Tribute
1x Mirror Force

Bribes and Van'Dalgyon might be nice since Bribes help keep Cosmos on the field and Vandy is a nice tech. Return from DD is optional. It worked terribly for me, but does nicely for some people. MST is also optional. RotA isn't great with only three targets.

Cards like Karma Cut, PWWB, Dark Core aren't exactly ideal for this deck because they are all -1's and this deck would enjoy playing off advantage rather than lose it and make up for it. Dark Bribe is -1 but its a reasonable cost. That's the only true exception.

As I said Mobius is terrible now. Bottomless and BoM are far too common and 80% of the time, Mobius's effect will be chained to and it won't live to see two turns later. Zaborg is largely outclassed by Caius. Raiza is superior in many situations e.g. giving your opponent dead cards is like taking an extra turn. Valley's first effect also gives you an extra turn.

Marsh is not so good, doesn't stall for very long and dealing 1000 won't exactly save you from BWs, LS, Zombies and what not. GBs also Chariot it. Reaper is slightly better since it discards. Mole is extremely overrated. Its useless when face down and opponents have time to prepare for it when its face up. I recommend you not run it. Gorz and Cydra are viable options but I didn't find space.

Hope this helps and sorry if I sounded rude earlier.

Good luck!

Alright pal, I'm just going to list off my Macro deck, and Let you base anything off it. I've been playing and changing for about a year with this deck, and have found a balance.

Monsters
7 monarchs. What you run is up to you, I prefer
3 Caius
3 Raiza
1 Mobius

3 Scout planes (discard and they come back)
3 Survivors
2 Cyber valleys (great stall, and draw power)
1 Marshmallon
1 Spirit reaper
1 Grand mole (great mole lock capability)
2 Breaker (destroy those royal decrees that cripple the deck and other back row)
1 Cyber Dragon

Spells
2 Allure of darkness
2 Dim Fissures
Swords
Brain control
MST
Heavy Storm
2 Vortex

Traps
3 Macro
2 Karma Cut (great against lightsworn)
Torrential Tribute
Mirror Force
2 Bottomless Traphole
2 Dark Bribes

It's not perfect, but it does pretty well compared to most other builds I've found

add in a zaborg the thunder monarch
and a kuraz the light monarch
you should make a monarch deck, because I notice it is mainly monarchs and D.D. cards, focus on just those then
so make sure all of these are in the deck too, harder to find but they all go together
D.D. Assailant ● D.D. Crazy Beast ● D.D. Crow ● D.D. Guide ● D.D. Scout Plane ● D.D. Survivor ● D.D. Trainer ● D.D. Warrior ● D.D. Warrior Lady ● D.D.M. - Different Dimension Master ● Different Dimension Dragon

-2 D.D. Warrior
-2 D.D. Assailant
+2 D.D. Warrior Lady (Better since if you attack a card in defense position like a Gladiator Beast monster, you can choose to remove it from play instead.
+1 Exiled Force ( a lot better since why do you want to take possible damage from having a monster in attack mode and once again to get rid of facedown monsters.)

Spells
-2 D.D.R. (trust me they won't do you any good)
+2 Allure of Darkness (draw power especially when you have 12 dark monster targets and you can draw into your combo cards faster).
+2 Enemy Controller
-1 Dark Core
-1 Lightning Vortex
+2 Book of Moon
-1 Soul of Absorption (you need to take out some cards to protect your d fissures or macro)
-1 Gravekeeper's Servant (you need to take out some cards to protect your d fissures or macro)

Traps:
-1 Return from the D.D
+2 Dark Bribe

There, try out these fixes and see how well they do.
