other times i notice that sometimes people do and sometimes they dont.
its just whats convenient to the makers at the time

i know that brian can, but i remember one episdoe specifically where stewie is holding peter at gunpoint and interrogating him abuot a pasta owl he made at school, asking peter what he likes about it specificallly, and peter answered.
i think they can understand him when its convenient or useful to the plot, but otherwise the snuff that stewie says is just there to be funny.

Only Brian can, and a handful of others (babies and Brian's girlfriend - and only because she's really dumb!).
the others are aware he's talking, but only hear baby noise.
