yes you can even boot from a usb if you know how to that is.
basically you can boot from anything that has a storage and it is shown as a separate drive on your computer

The fact that it's rewritable makes no difference. If your BIOS is set to boot from the CD/DVD drive, and if the DVD has a bootable image burned to it, you'll boot from it.

If you make the disc bootable then yes. It does not matter if it is a DVD or CD, a normal recordable or rewritable.
