When I poked a philips screwdriver into the step to release the valve so I can pump up the tire, some green liquid came out of it, what is that stuff.

you must have a slime tube
google "slime tube"
slime makes tubes that have their 'slime' inside to help prevent flats

You have slime tubes in your wheel. only a little will come out when you pump up the tube. Slime is usually a good thing. It prevents flats and Your tubes will stay inflated for a long time.

wle nailed it... It's green slime - supposedly used to prevent flats. I can't say with 100% certainty about bikes tires, but it does little to nothing to prevent flats in car tires. It smells, it's messy and it's a pain in the a-- to clean up. I hate the stuff. I'd rather invest in a good tire & tube.
