since rise of the dragon lords is a semi hopeless dragon deck, put in cards that support hopeless dragons and take out those that doesn't

You have to take out Premature burial because it's banned.
How to make it better depends on what kind of deck you're aiming to build. Figure out what you want you win tactic to be and build from there.
