In final fantasy XIII, is there a point in leveling up your ultimate weapon?
I mean, if your ultimate weapon is at level 100 (which is star) does it really increase your str, mag, etc.?

As others have mentioned it is worth the effort but, if I read the manual correctly, you can upgrade you weapon to the max (*) but it will is have the basic attributes of the 'base' weapon.
So if you upgraded a weapon with no attributes it will just be a stronger weapon but if you find a basic weapon that, let's say, as the ability to cast magic as well; not only will that weapon will get stronger when you upgrade it but that weapon's magic will also get stronger. It seems like however that some weapons will gain attributes as well even if they had none to start with. I just started playing the game a little while ago so I could be mistaken (anyone is welcome to correct me if I'm wrong).
So the question I have is do I want the build up the weapon I start the game with or build up weapons I find or buy later in the game? Hmmmm
Right now I think I'll wait for better weapons and save all the items I accumulate for building them up later.

It's absolutely worth it. For example, my weapon for Fang is the Taming Pole. I don't know where it starts exactly, but it has maximum strength and magic attributes of 148. If you upgrade the Taming Pole to the Venus Gospel, you now have a weapon with max attributes of 390 and 390 (at * level)...if you uptrade the Venus Gospel to the Kain's Lance, you have a weapon that has max attributes of 921 and 921. That, to me, is worth it, even though the process to level up a weapon that high takes a long time.

If your ultimate weapon is at the Star level, it's already reached its max level and can't be leveled up any more. But if you're asking if you should level up your ultimate weapon right after you create it, then YES! It definitely helps.
Example:
When you level up Lightning's starter weapon, the Blazefire Saber, into her ultimate weapon, the Omega Weapon, it has an attack of 307 and magic of 307. But if you upgrade it to the star level, it will have an attack of 620 and a magic of 620.
