so they said I recieved $14,000ish in grants from Davis, but I also have recieved a bunch of outside scholarships recently, will they reduce my grant amount because of the scholarships? or is that number permanent. And what happens if I receive scholarships over the cost of attendance? that includes books and everything.

Your cost of attendance is calculated with estimated amounts for books, living expenses, and transportation. Outside scholarships will generally reduce your aid in the following order: unmet needs, unsubsidized loans, subsidized loans/work study, grants. If your outside scholarships cover the full cost of attendance, Davis will withdraw the grant offer and likely distribute it to other students who have unmet needs.
Well, you are required by law to report your scholarships. In most cases they will not do anything, the amount may decrease next year, but as a general rule they will not knock it down this year. So in most cases you will receive the excess aid (divided up between Fall and Spring) in the regular financial aid disbursement about three weeks after classes start.
