Should President Obama impose an Internet tax based on usage?

People that don't use the Internet would only be billed $20-50 per month whereas people that use it heavily daily to download movies, music, software or fore web surfing purposes (YouTube, FaceBook, Google, etc.) would be assessed $400-500 extra per month. The extra revenue would allow for redistribution of wealth to be implemented and provide for the less fortunate (both in America and throughout the world) to have free computers and Internet access.

It's not the governments job to regulate or charge what goes on over a PRIVATE network. The ISP's will take care of that.
