In basketball, why are some fouls taken outside the line, while others go to the free-throw line?

If a player is fouled while attempting to shoot, they get to shoot free throws(called a "shooting foul"). If they arent tying to shoot when they get fouled, they have to inbound the ball("on the floor foul")

If a team fouls 6 times in one quarter, then every foul after that, no matter what gives the other team free-throws.

Because when you go to the free throw line its when you shoot and they foul you or if the other team has over 10 fouls, it goes to the side line when its none of those
