There are inconsistencies in his story. He was still there lying flat on the floor (that was way after he saw he had a cracked headlight) and they had a good laugh about it? He was laughing with him while he had a cracked headlight?

Tada! Then I checked his other questions: That is a prank question by a person with either a multiple personality disorder or is too dumb to trick people in being hooked with a malign story. Perhaps, he really got you though I still have doubts that he really ran over the homeless man.

Clear skies!

Assuming the person is not making up a story on the internet, yes it's a problem to hit someone and run.

Well, "did I handle this correctly?" yes, that how to do a hit and run !
In a hit and run you should call your attorney, first !
Anytime you hit something / someone you should stop and check out the situation. Never hit and run unless it's unsafe to stop right then and there !

No, people are entitled to have on-line characters. I have a few myself. Probably just trolling and I would doubt if there was any such crime committed.
