Every country has illegal workers; and every country will continue to have them. It's for tat country to decide whether they remain illegal and working in the black economy; or try to regularise their contribution to society.
Because there's no way on earth that any country has the resources (or even the will) to return hundreds of thousands (if not millions) of illegal workers - they a re needed too badly.
