How can I protect the kids?

My neighbor is a single male in his mid 30's. He has part time custody of his young (around 10 yrs old) son. When the boy is not there, he still allows the neighborhood kids to run in and out of his house. One of the kids is a young girl (same age range as the son) who hangs on my neighbor like on his arm and that. Literally hangs. The guy is nice enough but does drink.

I don't want to sound like a bad neighbor but this seems very inappropriate to me. What can I do to prevent anything from happening to these kids and to keep this guy from getting into trouble? I live in an upper unit next door and see everything when I am on my deck. This is very troubling to me.

Serious replies only please. No smart allecks.

If you feel there is any danger to the kids call CPS. If not danger, then either confront him, he may have no clue he is being inappropriate, or just keep observing till you are forced to call CPS.

It's normal for 10 year old girls to hang on people. Stop being such a nosy parker.
