Well, you'll never really know until you ask him if he does like you, but maybe he is just trying to be on your good side being his girlfriend's friend. He probably prefers to keep his affections toward his girlfriend private if you have never seen them hug or kiss. I wouldn't ask if he likes you until your friend breaks up with him or something. You'll also be able to see if he does like you if still goes up to you and hugs you and talks to you.

Hugging can just be a sign of friendship he may just be trying to be friends with you since you're friends with his gf .
