A working bibliography is a "preliminary" list of sources that you may or may not use to research your subject matter. A final bibliography is the complete list of all sources ultimately used in your research (in the final, you may exclude those you did not use from your preliminary list.)

when an essay is something that is still being researched, you would use a 'working bibliography' whereas after the research has been completed and possibly published, it is the 'final bibliography' that you would use.
