I've seen many descriptions of the product saying that it can "turn photos into paintings" but I don't really need to do that.
I'm wondering if CPE can edit photos normally (similar to maybe adobe photoshop elements).

Corel Painter Essentials 4 has very limited editing tools if you're not going for the painting look. Picassa does more editing than CPE4. It doesn't even do layers.
If you want an inexpensive editing program check out Corel Paintshop Pro, it's nearly as good as Photoshop but without the cost. You can sometimes find it on sale for less than $40.

It has a few very basic tools, but nothing compared to PS Elements.
Where it shines is in the painterly looking stuff, not the editing department.
