If you're running an e-commerce website, all you will need is a website, some web coding knowledge, and of course, PayPal.
If you want to receive funds, all you have to do is tell the sender your PayPal email address, and get them to send the money to you. Of course, this won't work in an e-commerce environment as well as it would if it was integrated into the check-out system.
If you're running e-commerce, another good alternative could be Google Checkout.
