You didn't even tell us which country, let alone which city you're talking about, so it is impossible to look it up for you.
Chances are the venue has a website where you can read about their rules. If not, they WILL have a phone that you could call to ask.
So far, every butterfly place I've been to DID allow photography.

Not sure. I would think if they let you walk through you could.
However, they may have restrictions about using a flash. They may not be able to police everybody so possibly for that reason, no.
