can i call an international telephone from voip?

Can regular telephones and cell phones receive calls from VOIP or softphones? do i need any special hardware or software to accomplish this? all the sites like Skype want to sell me international service like this so I know it's available but where can I get the info to do it myself?

As soon as your voice hits an ethernet network, it's classified as VoIP.

But yes, they can call internationally just fine.

Calling internationally through VOIP is also usually cheaper than a regular phone as the call is fully digital after leaving the computer, phone, or ATA unit. This results in reduced cost to VOIP providers since switching costs are drastically reduced. Also Skype is just a program that makes a VOIP tunnel. It really is not true VOIP unless you call a land line.
