how does the US expect to win in Afganistan?

What are they trying to do? how do they expect to win?
I really don't understand, if they are trying to kill the Taliban
wouldn't they have to kill all of them to make it stop?
how is that possible?

The expectation is to make the Afghanistan military and police string enough to fight the Taliban without assistance.

it's not just the US, Canada and Europe are helping out. I think they're trying to gain at least some control of the situation and trying to establish a stable institution for the country to fight off the rest of the taliban while fighting them off as well. But we believe that if we stop now we jeopardize our security if The taliban regroups.

Excellent question... Well educated historians know that a victory in Afghanistan was unlikely in the beginning... Apparently the USA has proved to be a failure in the History of War in Afghanistan like the USSR was. However, thus far, the real winners in this futile conflict has been the manufactures of weapons of war... And Bush II majored in history?

By cutting off the heads repeatedly. Basically we need to get it into their psyche that no matter where they are or how far they run or how deep they hide we will find them and kill them.

Thats why finding Bin Laden is so important, because once we find him that sends a message to every Islamic militant out there that they will be hunted down and they will be killed.
It will be a crippling blow to their morale and to their attempts at recruitment.

Basically we need to make it clear that joining them = death

and to achieve that we need to utterly decimate them.

Is Congress trying to convince me that we are really at war?

If the US Military wanted to win a war, I think that would have been done a long time ago.

Afganistan is an occupation that is being funded by interested parties outside of the US.

Plus, when we are not at war, emergency powers and such disappear within the U.S.

We get more of our Rights back and we are not forced to live in fear of our own government militias.

There is no war!
