It's been awhile since I read Harry Potter so I don't know how Veela Magic works. I'm assuming that it works as an extension of the attraction to Veela themselves which wouldn't work on gay men. On the other hand if it's based simply on gender then yes.

If it doesn't affect girls like Hermione and Ginny, it won't affect dudes who just don't swing that way. Their beauty was the main selling point, and gay guys just aren't attracted to that.
